Can you help this person? They have a problem with
Favoritism and need some advice.

This is the original problem from an employee...
This has been going on for a while and now I think it's more "Against The Law" than plain old favoritism. There is a young person at work who is the bosses favorite, kinda like a mother/daughter affair. The boss has made up shift hours for this person. It's a hospital and she's just the boss over a certain department. Now, a shift came open with 2nd shift hours 1-9:30 PM and nobody really needed those hours so her buddy took the shift. However, after the buddy took the job the shift was moved from 2nd shift to first shift no weekends. If this was going to be the hours MANY people would have put in for the job. Now some Dr.'s are mad because the boss has changed the way the department handles their work all because this buddies shift is causing them to do so.(not enough workers for the 2nd shift job she moved her from). There are many many other things going on but this is just to touch base so you can tell me, "Is this legal?"
