Falsifying Documents and need some advice.

This is the original problem from an employee...
We have an attendance point system at work: 10 pts for perfect attendance. You lose 1/2 pt for tardiness or not working min 4 hrs of your shift and 1 pt for being absent. A supervisor at work has bi-linguals on her team (she is also Hispanic) and the supervisor does not document on several employees file every instance they are late or absent or she marks it as ND (non-disciplinary). I have documentation to a certain extent, i.e. printed emails that were originally sent to the "workforce" which is supervisors (of which I am one) when an employee calls in or is late and several of the employees attendance records printed. The attendance records of course don't match the emails documenting an individuals absence or tardiness. Is this enough to take to HR? Do I have sufficient grounds for falsifying records and discrimination?
