One manager (not my manager) always bullies me when I ask him about work related issues. Either finding excuses why the job is not done, or avoiding answering the question directly. Lose temper easily and yell and scream......

He does the same to most of the co-workers.

His behavior has harmed the atmosphere in the office, blocked communication flow regularly, and put down people's motivation.

What should I do?
