This is the problem the employee is having:

My employer privatized a section of our work to "prevent" layoffs. We are made to work 30+ hours per week for privatized company without compensation. Contract (public document) outlines employer must have and coverage. Private company agreed to these terms, in addition one employee was placed on "a grant" for their wages and handling info that's not privy to contractor. Employer now sites we are not performing up to par the duties of which we were hired for. Have placed in writing the increased workload have overworked us all. These complaints as fallen on deaf ears with employer. Told that we must do all duties assigned. Is this legal for employer to privatized, get grant fundings, but use staff not hired or payed by private company for 30+ hours worked per week, or recieve any additional pay from grant monies that was secured to cover one employee, and the fact that these additional duties are not placed in our evaluations? Being an at will employee and not to mention the bullying thats goes on every time we bring this to the employer with their response that they are getting rid of those who do not do whatever job or hours they require.
